Hebrews 2:10 "For it was fitting that he, for whom and by whom all things exist, in bringing many sons to glory, should make the founder of their salvation perfect through suffering."
All things were made through Jesus and by Jesus and without him, nothing would have been made. By suffering on the cross the separation from God and God's wrath, Jesus took upon himself the punishment that all of us deserve, and by doing so, he brought many sons to glory. The question is not why didn't God save everyone, the question is why did God save anyone?
